Officially, India is ‘neutral’, but Indian ‘neutrality’ formerly was ‘Soviet-leaning’ until there was no USSR and this was not possible. With the US as the only military power in the world, capable of destroying any other nation with conventional weapons (getting the destroyed nation to strongly support the US didn’t seem to follow, but at least the nation was no longer a significant economic figure and could be easily ignored by the West), everyone had to kowtow, much as they hated it. Russia, the PRC, India, & etc., & etc. had to SAY they strongly supported the US spreading democracy and eradicating authoritarian dictatorial regimes.
But them days is finally over. Russia and the PRC are now able to stand up to the US, and to lead those who do not wish to follow the US.
